Kuss: Sheriff’s Office Leadership Crisis Comes at Worst Possible Time for Kitsap County

KITSAP COUNTY, WA — Rick Kuss, candidate for Kitsap County Sheriff, raised serious concerns about the leadership instability within the Kitsap County Sheriff’s Office following Sheriff John Gese’s announced retirement and the ongoing departure of multiple executive leadership personnel.

These departures occur as the Sheriff’s Office grapples with budget constraints, staffing shortages, retention challenges, and rising public safety demands. The timing is especially concerning as law enforcement agencies across Western Washington prepare for heightened operational requirements related to the FIFA World Cup and associated regional events.

“Kitsap County is facing a public safety leadership crisis at exactly the wrong time,” said Kuss. “The Sheriff’s Office is dealing with budget problems, staffing concerns, executive departures, and increased demands on law enforcement services. This is when strong, experienced leadership is needed most.”

Kuss specifically questioned the recent decision to appoint a Detective Sergeant as Chief of Patrol immediately before recommending that same individual for consideration as Interim Sheriff.

“The Patrol Division is the largest and most critical operational component of the Sheriff’s Office,”

Kuss stated. “Promoting a Detective Sergeant directly into the Chief of Patrol position and then immediately positioning that individual for consideration as Interim Sheriff raises serious questions about whether succession politics are being prioritized over public safety and operational experience.”

“At a time when the Sheriff’s Office needs proven executive leadership, the focus should be on selecting the most qualified and experienced leaders available to guide the organization through this transition,” Kuss continued.

“The people of Kitsap County deserve confidence that leadership decisions are being made based on experience, qualifications, and the needs of the community — not political considerations.”

The leadership vacuum created by Sheriff Gese’s retirement and multiple executive departures leave significant uncertainty regarding the future direction of the Sheriff’s Office. Kuss emphasized that this transition is occurring during a period of increased regional security demands and ongoing budget challenges that require stability, accountability, and experienced leadership.

“The deputies, corrections officers, professional staff, and supervisors of this agency continue to serve the public with professionalism every day,” Kuss said. “They deserve leadership focused on supporting employees, protecting public safety, and ensuring continuity of operations during this critical period.”

“Kitsap County deserves a Sheriff’s Office that is prepared for the challenges ahead,” Kuss added.

“Public safety must come before politics.”
